Sorry it looks like I'll be doing renos again tonight. One of my friend is helping me (and he's experienced in construction) and I can hardly pass up his offer on this big project. I do need to get the space ready before my baby is born too as I'm currently having my office in the future nursery.

From a financial point of view, we can have a warchest of 1300$ (I think we're limited to 1100$ per candidate) for a candidate willing to present themselves at a by-election. I need to lookup exactly what we can do according to the law.

I'm in favour for holding a decent campaign, not just a throwaway one. We could get a few signs up at busy intersections and meet the medias.

It would also give us an actual experience in running a candidate and it would be easier then learning how to manage a bunch of candidates at once.

Unfortunately it also means that we need to get an audit which will cost about 1500$ Sad

Being registered would also give us the benefit of being able to issue tax receipts to contributors. The CRM can take care of a lot of the added paperwork for those that contribute online. There is also a small EC tool to do the same.

I'm not too happy with the option of delaying the registration. I'd prefer to have some time between a by election and a general election to ease into the new workload that being registered will cause.

Limited by whom? Elections Canada's limit is more like $110,000, and I don't think we're going to break that.

I'll be taking a vote on whether to proceed with the campaign or not. I assume you'll vote yes in absentia?

The cost of the auditor for the candidate is in addition to the $1300 "warchest" you mentioned?

Quote from: transcript
23:28:48 Mikkel Paulson: the meeting is called to order
23:29:05 Mike Bleskie: First order
23:29:10 Mikkel Paulson: albeit a bit late…
23:29:20 Mike Bleskie: Dan, I suppose?
23:29:33 Jake Daynes: Dan?
23:29:40 Mikkel Paulson: he's expressed his intent to resign
23:29:44 Jake Daynes: Ah
23:29:48 Jake Daynes: Reason?
23:29:52 Mikkel Paulson: can't devote enough time
23:29:56 Mikkel Paulson: he was promoted at work
23:30:02 Jake Daynes: congrats to him
23:30:13 Mikkel Paulson: yeah
23:30:38 Mike Bleskie: Therefore, a byelection should be called in a timely manner
23:30:40 Jake Daynes: However, that kicks the chair out from under us as it were
23:30:50 Jake Daynes: within 90 days?
23:31:22 Mikkel Paulson: he hasn't officially issued his resignation yet
23:31:34 Mikkel Paulson: I asked him to wait until the federal by-election is done
23:31:37 Mike Bleskie: I'd get things rolling as soon as Steph is fully notified and when Dan is ready
23:31:52 Mikkel Paulson: because we don't need to deal with an election internally if we're going to be fighting one out there as well
23:32:01 Mikkel Paulson: you'd rather do it ASAP Mike?
23:32:04 Jake Daynes: Yes, getting the wheels going before we get hit with it, will save us a lot of strife
23:32:14 Mike Bleskie: I don't see why not
23:32:27 Mikkel Paulson: I'd rather do one thing at a time
23:33:03 Mike Bleskie: I mean, how many of our members will be involved in your race, the other directors can facilitate it with an independant person calling the shots
23:33:14 Mike Bleskie: And you can focus on Winnipeg
23:33:27 Jake Daynes: I think Mike is right on this one
23:33:51 Jake Daynes: We need to have an active set of Directors, which I admit we have not had over the past 2 weeks
23:33:53 Mike Bleskie: If the directors all pitch in to help run it, we can still give our time to you as well
23:34:06 Mikkel Paulson: if you think it's manageable, sure
23:34:16 Jake Daynes: But if Dan needs to cut and run, then we need to help facilitate that to make sure we don't get burned
23:34:27 Mike Bleskie: Sure.
23:34:29 Mikkel Paulson: and it'd be nice to have a full slate of directors by the time the federal election concludes anyway
23:34:54 Mikkel Paulson: I asked coppro about it and he said that we can re-appoint Dan as interim director so he can continue in his current capacity until the election is done
23:34:58 Jake Daynes: Yes, I think that moving forward to keep any momentum we have right now would be a good thing
23:35:32 Mikkel Paulson: okay, I'll pass that along to him
23:35:49 Mikkel Paulson: I don't have a problem with starting things right away
23:35:55 Stephane Bakhos: Hi
23:35:57 Mikkel Paulson: oh hey
23:35:59 Jake Daynes: Hey Nui
23:36:00 Mike Bleskie: Nuitari!
23:36:04 Mikkel Paulson: and then there were four!
23:36:17 Mike Bleskie: As we were saying
23:36:26 Mike Bleskie: Dan expressed his intention to resign
23:36:38 Mike Bleskie: due to better job opportunities and lack of time
23:36:39 Stephane Bakhos: :(
23:36:58 Jake Daynes: Yes, our thoughts exactly
23:37:12 Jake Daynes: However, in light of this, I think we can all agree we're happy for him; promotion at work.
23:37:17 Mikkel Paulson: indeed
23:37:20 Stephane Bakhos: indeed
23:37:25 Stephane Bakhos: I didn't even know he got a new position
23:37:30 Mikkel Paulson: he isn't going to cut all ties with the party, just wants to scale back his involvement
23:37:34 Jake Daynes: I just found out a minute ago
23:37:42 Mikkel Paulson: so he'll keep going with translation and whatever else he can find room for
23:38:04 Mike Bleskie: And we just talked about holding a by-election as soon as possible to get the ball rolling, though there is the alternate of waiting till Winnipeg has been decided, and if we are doing it, once the campaign is ove
23:38:24 Stephane Bakhos: would he be able to help us with the campaign ?
23:38:41 Mikkel Paulson: he hasn't had much time to commit lately
23:38:42 Mike Bleskie: Idunno
23:38:48 Mikkel Paulson: I don't think he'll be able to offer significant help
23:39:08 Mikkel Paulson: I've suggested waiting just because I don't want additional distractions if we're trying to run our first election
23:39:28 Mikkel Paulson: but Jake and Mike seem to prefer getting it over with right away, which I'm willing to go along with as well
23:39:37 Jake Daynes: There will always be distractions, the distinction is whether they are unforseen or not
23:39:48 Mikkel Paulson: yeah
23:39:54 Jake Daynes: I think we can deal with any forseen distractions that will come up while Mikkel focuses on the Winnepeg
23:39:55 Stephane Bakhos: do we have anyone that wants to step up ?
23:40:10 Mikkel Paulson: maybe some of the unsuccessful candidates for leadership
23:40:12 Jake Daynes: With us managing that, the Directors can also assume positions to help with Mikkel
23:40:17 Mikkel Paulson: nobody who has expressed interest
23:40:27 Mikkel Paulson: but Dan hasn't formally announced his resignation yet
23:41:04 Mikkel Paulson: personally I'd like to see coppro run, but I'm not sure if he's interested
23:41:05 Stephane Bakhos: is there anyone active that could be a good PR person ?
23:41:25 Mike Bleskie: I asked Rintaran, but he is overwhealmed with other things
23:41:38 Jake Daynes: Hmm
23:41:40 Mikkel Paulson: yeah, we sorta have to avoid loading too much on our members and driving them out
23:41:42 Mike Bleskie: and he might not meet the membership length requirement
23:42:02 Mikkel Paulson: the poor chap Biogrand showed up a few days ago
23:42:05 Mikkel Paulson: from Winnipeg North
23:42:15 Mikkel Paulson: we immediately volunteered him to run the show over there
23:42:18 Mikkel Paulson: scared him away I think
23:42:36 Mike Bleskie: =\
23:43:26 Mikkel Paulson: well, we can discuss the specifics of the election next week
23:43:28 Mikkel Paulson: not as urgent
23:43:33 Mike Bleskie: Indeed
23:43:35 Mikkel Paulson: I know it's getting late for your guys out east
23:43:48 Mike Bleskie: But we need to decide if we are doing it or not
23:43:54 Mikkel Paulson: so what's the word on Dan? start the election right away?
23:44:02 Jake Daynes: I think so
23:44:31 Jake Daynes: Then use that momentum of general activity to promote winnipeg(if decided, and if not, then we dont need to worry about waiting for Dan)
23:44:41 Mikkel Paulson: works for me
23:44:51 Jake Daynes: Just because we don't have a lot of members in the riding, doesn't mean that our members don't know people in that riding
23:45:07 Mikkel Paulson: sure
23:45:15 Mikkel Paulson: and once things start buzzing we can attract more membership
23:45:23 Stephane Bakhos: the problem is that we didn't gather much momentum from the directors / leader election
23:45:37 Jake Daynes: Instead of focusing only on the people in the riding that can vote, why not try to expand and get a general presence known, get our members to tell people they know in winnipeg
23:45:49 Jake Daynes: I think we did, highest vote turnout yet was the leadership vote
23:46:21 Jake Daynes: over 160 people voted, thats a big turnout for us
23:47:12 Mikkel Paulson: yeah
23:47:15 Mikkel Paulson: it can't hurt
23:47:34 Mikkel Paulson: okay, I'll pass word along to Dan and he can make the announcement
23:47:40 Jake Daynes: Ok
23:47:42 Stephane Bakhos: ok
23:47:47 Mike Bleskie: mhm
23:47:48 Mikkel Paulson: I'll have to check the requirements for resignation
23:47:58 Jake Daynes: As for Winnipeg, opinions?
23:47:59 Mikkel Paulson: maybe just have him send me a letter of resignation
23:48:10 Mikkel Paulson: well we discussed it quite a bit last night
23:48:17 Jake Daynes: outcome?
23:48:19 Mikkel Paulson: did you read the transcript?
23:48:24 Jake Daynes: No, didn't get to yet
23:48:30 Jake Daynes: been at work all day
23:48:49 Jake Daynes: general concensus?
23:49:16 Mike Bleskie: I said no unless Nuitari saw it as better
23:49:24 Mike Bleskie: Dan was on the fence
23:49:36 Mikkel Paulson: I asked if he wanted to cast a vote in absentia but no response
23:50:07 Mikkel Paulson: anyway, a decent summary was in the email
23:50:12 Mikkel Paulson: so if you got that you're more or less up to speed
23:50:24 Stephane Bakhos: I'd go with the riding with the best national media coverage
23:50:32 Mikkel Paulson: we don't get to choose the riding
23:50:34 Stephane Bakhos: if it's winnipeg north, then I'd go for it
23:50:51 Mikkel Paulson: I think we have a better chance of getting volunteers out in Winnipeg North than Vaughan
23:51:01 Stephane Bakhos: ok
23:51:09 Stephane Bakhos: and dsmp or wherever Jasio is in ?
23:51:27 Jake Daynes: I'm in agreement with Nuitari, WN would be the best bet we have of all the choices
23:51:30 Jake Daynes: dsmp?
23:51:44 Mikkel Paulson: I don't think they'll be able to run it at the same time
23:51:56 Mikkel Paulson: Winnipeg North must be called by the 27th
23:52:00 Mikkel Paulson: and Vaughan no earlier than the 25th
23:52:34 Mikkel Paulson: dsrm is later
23:52:35 Mikkel Paulson: Dauphin - Swan River - Marquette
23:52:42 Jake Daynes: Gotcha
23:52:58 Mikkel Paulson: although Elections Canada has wiggle room if a general election is anticipated
23:53:01 Jake Daynes: I thought Jasio was in BC, near Surrey?
23:53:14 Mikkel Paulson: JSagert?
23:53:22 Jake Daynes: ok, I'm talking about Jasio
23:53:36 Jake Daynes: Nuitari> and dsmp or wherever Jasio is in ?
23:53:38 Mikkel Paulson: so is Stephane, but I think he's thinking of JSagert
23:53:44 Jake Daynes: Ok, that makes a lot more sense
23:53:58 Mikkel Paulson: haha yeha
23:54:00 Mikkel Paulson: *yeah
23:54:02 Stephane Bakhos: ah yes JSagert, sorry
23:54:14 Jake Daynes: No worries, just a tad confusing
23:55:12 Mikkel Paulson: but yeah, I think dsrm and Vaughan would be too hard to mobilize supporters in
23:55:25 Stephane Bakhos: either way we need to participate somewhere
23:55:41 Mikkel Paulson: yeah
23:55:54 Mikkel Paulson: if we want to contest this by-election at all, it has to be in Winnipeg North
23:56:09 Stephane Bakhos: fine, then let's do it
23:56:13 Jake Daynes: Agreed
23:56:18 Mike Bleskie: Agreed
23:56:37 Mikkel Paulson: so is becoming registered worth the $600 for me to go out there and get things started?
23:57:10 Jake Daynes: I think so
23:57:34 Mikkel Paulson: it would be nice to be a real boy
23:57:36 Stephane Bakhos: also get a few signs up
23:57:38 Mikkel Paulson: or party, as the case may be
23:57:58 Jake Daynes: I think that if we play our cards right, we have a chance
23:58:14 Jake Daynes: but we need to get as much publicity as possible
23:58:30 Stephane Bakhos: media will be watching us so we still need to make it count
23:58:51 Jake Daynes: Yes, no mistakes
23:58:56 Jake Daynes: we can't afford them
23:58:58 Mikkel Paulson: we also need a candidate
23:59:40 Stephane Bakhos: Mikkel Paulson...
23:59:43 Mikkel Paulson: I guess I can call a meeting there and see if any locals are interested in running, if not I can do it
00:00:51 Jake Daynes: I think it would be better to have you do it regardless
00:00:59 Mikkel Paulson: okay, for the record, let's put the Winnipeg question to a vote
00:01:05 Mikkel Paulson: all in favour of contesting the election?
00:01:09 Mikkel Paulson: aye
00:01:10 Jake Daynes: Leader of the Party adds more possible media attention
00:01:11 Jake Daynes: Aye
00:01:26 Mikkel Paulson: opposed?
00:01:45 Stephane Bakhos: aye
00:01:51 Stephane Bakhos: er, I vote yes
00:01:54 Mike Bleskie: Same
00:01:58 Jake Daynes: noted ;)
00:02:04 Stephane Bakhos: so we all agree to contest it
00:02:08 Jake Daynes: Yes
00:02:20 Mikkel Paulson: haha yeah, sorry that format is a bit better suited to in-person meetings
00:02:30 Stephane Bakhos: Mikkel Paulson: start looking for someone to be your agent
00:02:39 Mikkel Paulson: BDO?
00:02:43 Jake Daynes: Does the agent have to be in the riding as well?
00:03:00 Stephane Bakhos: JakeDaynes: it's the person writing the receipts and doing the spending, would be easier
00:03:03 Jake Daynes: touche
00:03:07 Stephane Bakhos: Mikkel Paulson: bdo is the auditor
00:03:13 Mikkel Paulson: oh right
00:03:16 Mikkel Paulson: dur
00:03:23 Mikkel Paulson: so that's taken care of?
00:03:29 Jake Daynes: yes
00:04:10 Stephane Bakhos: Mikkel Paulson: need to see with them
00:04:18 Mikkel Paulson: okay, let me know
00:04:37 Stephane Bakhos: your agent should be good with bookkeeping ideally and have good organisation
00:05:08 Mikkel Paulson: okay
00:05:13 Mikkel Paulson: hopefully I can get a local for that
00:05:42 Jake Daynes: I'm gonna take a look into some of the realtors in winnipeg that use my companies CRM, see if any of them would be willing to hand over some contacts for cold calls
00:06:07 Mikkel Paulson: I think we'd be better off knocking on doors
00:06:20 Stephane Bakhos: need to start canvasing winnipeg too
00:06:22 Jake Daynes: I'm not saying we wouldn't, but I can't fly out there to knock
00:06:28 Mikkel Paulson: true
00:06:43 Mikkel Paulson: yeah, if we can get other pirates involved in calling, that'd help a lot
00:06:58 Jake Daynes: though we need to organize it so people aren't getting called a dozen times
00:07:29 Mikkel Paulson: how long should I go for?
00:07:31 Jake Daynes: winnipeg phone book list?
00:07:37 Jake Daynes: go where for?
00:07:39 Mikkel Paulson: $400 airfare + say $50/day
00:07:40 Mikkel Paulson: Winnipeg
00:07:58 Jake Daynes: where are you now?
00:08:05 Mikkel Paulson: Edmonton…
00:08:09 Jake Daynes: hmm
00:08:21 Jake Daynes: 400 bucks both ways right? after taxes?
00:08:24 Mikkel Paulson: yes
00:08:34 Mikkel Paulson: $386.66 WestJet
00:08:47 Jake Daynes: I'm gonna look into it, I have a friend that works for them, maybe she can get a deal
00:09:01 Mikkel Paulson: usually airline deals are immediate family only
00:09:18 Jake Daynes: yeah, but she's got me some good flights too
00:09:33 Mikkel Paulson: well if she can, so much the better
00:09:33 Jake Daynes: using the internal system its easier for her to spot deals by taking certain flights
00:09:53 Mikkel Paulson: if you can't get in touch with her by tomorrow, though, I'll book normally
00:09:58 Jake Daynes: I take it you have somebody to stay with? $50 a day isn't much
00:10:02 Mikkel Paulson: already the seat sales towards the end of the month are getting used up
00:10:07 Mikkel Paulson: nope, hostelling it
00:10:13 Jake Daynes: ok
00:10:26 Mikkel Paulson: if we can find a friendly pirate I could stay with, so much the better
00:11:02 Jake Daynes: That would be good
00:11:07 Mikkel Paulson: actually, probably more like $60
00:11:13 Mikkel Paulson: factoring in transportation
00:11:42 Jake Daynes: budget for $80, and spend less than you budget, safer
00:11:45 Mike Bleskie: Excuse me if I don't talk much atm, I've just fallen somewhat ill
00:11:58 Mikkel Paulson: good point
00:12:00 Jake Daynes: yummy
00:12:19 Stephane Bakhos: Zblewski: how ill ?
00:12:40 Mike Bleskie: nauseus
00:12:48 Mikkel Paulson: that sucks
00:12:51 Mikkel Paulson: I'm just recovering myself
00:13:01 Jake Daynes: relax
00:13:23 Jake Daynes: take a breath
00:13:29 Jake Daynes: drink some water
00:13:41 Mikkel Paulson: I know it's late out there, let's wrap things up
00:13:53 Mikkel Paulson: just need dates for the trip
00:13:58 Jake Daynes: ok
00:14:05 Mikkel Paulson: I'm 90% sure the writ will drop sometime between the 25th and 27th
00:14:15 Mikkel Paulson: so I was thinking leave on the 23rd return on the 29th
00:14:35 Jake Daynes: I'd go the 24th and come back the 30th
00:14:40 Jake Daynes: only a day later
00:14:52 Mikkel Paulson: get more of the campaign time in?
00:14:58 Jake Daynes: but it should give you a better window for catching the writ, and some time after to publicise
00:14:59 Jake Daynes: yes
00:15:46 Mikkel Paulson: it would be super nice to be there for the whole campaign, and I might consider bumping the return flight back if someone is willing to let me sleep on their couch
00:15:52 Stephane Bakhos: why not go for somethign abit later in the campaign ?
00:15:59 Jake Daynes: Hmm...
00:16:11 Jake Daynes: I think that being there for the drop would be better, marketing wise
00:16:20 Jake Daynes: more publicity, or the potential for it
00:16:29 Mikkel Paulson: yeah, I think the key times are the very beginning and the final push
00:16:31 Stephane Bakhos: how long is the campaign?
00:16:42 Jake Daynes: there is going to be a lot of reporters out for the drop, and we can take advantage of that
00:17:03 Mikkel Paulson: the minimum by law is 36 days
00:17:25 Mikkel Paulson: usually it's exactly 36 or a few over
00:18:43 Jake Daynes: Think you could find somebody to let you crash with them for the whole period?
00:18:51 Jake Daynes: That would be amazing if we could pull it off
00:19:07 Mikkel Paulson: who knows
00:19:19 Mikkel Paulson: or if a few people would be willing to have me for a week at a time
00:19:53 Jake Daynes: even if we had to drop $200 bucks on somebody to rent their couch for the month
00:20:10 Mikkel Paulson: still way better than a hostel
00:20:59 Jake Daynes: yeah
00:21:07 Jake Daynes: I'm sure we could find somebody for that
00:21:15 Mikkel Paulson: I chose 23–28 (not 29 sorry) just because there are lower fares on those days
00:21:16 Mikkel Paulson: $139
00:21:34 Jake Daynes: so it'll be what after taxes?
00:21:52 Mikkel Paulson: $386.66
00:21:57 Jake Daynes: ok
00:22:09 Jake Daynes: get some pre-campaigning in I guess
00:22:25 Mikkel Paulson: well just gear things up
00:22:28 Jake Daynes: yeah
00:22:36 Mikkel Paulson: try to reach out to members and friends of members
00:23:44 Mikkel Paulson: so $800 with your $80/day
00:23:51 Mikkel Paulson: including airfare
00:23:54 Jake Daynes: not bad
00:24:53 Mikkel Paulson: Stephane said we have a total of $1300 available, so we could spend that extra $500 on campaign signs and brochures
00:25:01 Mikkel Paulson: but I'm not sure we should completely drain our war chest on this one riding
00:25:12 Jake Daynes: isnt it $1000 for reg?
00:25:15 Mikkel Paulson: deposit
00:25:17 Mikkel Paulson: I'll pay that
00:25:22 Jake Daynes: ok
00:25:28 Mikkel Paulson: I'm required to by the party's constitution, actualy
00:25:35 Mikkel Paulson: I would still have to be elected by the party
00:25:40 Mikkel Paulson: but we can do that in short order
00:25:45 Jake Daynes: ok
00:26:03 Mikkel Paulson: once the writ drops, the election time period drops to minimum 7 days
00:26:12 Jake Daynes: so all agreed to the proposed course or action
00:26:14 Jake Daynes: ?
00:26:20 Jake Daynes: of*
00:26:28 Mikkel Paulson: aye

Limited by whom? Elections Canada's limit is more like $110,000, and I don't think we're going to break that.

There is about a gazillion rules and like it or not, we need to learn all of them :/

The cost of the auditor for the candidate is in addition to the $1300 "warchest" you mentioned?
Yes.
Hopefully we can have 1 audit for the party and candidate and not have to deal with doubling its costs.

No kidding. We'll have to discuss how we'll handle auditing in general elections when we have multiple balls in the air. Our bylaws don't actually obligate us to provide auditors for candidates, but obviously we're much better off if we can do so.

I'll bring a copy of the Canada Elections Act for my in-flight entertainment.
